Action sparks passion, or it is the other way around?

Which strategy is better, to wait for passion to come, in order to take action or to take action and the passion will follow after?

I believe that it is better to act than wait for passion to come. It is like when you wait to feel motivated in order to do something. The problem is that motivation comes and goes. The solution to this problem is to have discipline, to act and the passion will come after.

A similar idea can be found in the book The War of Art by Steven Pressfield. Here the author argues that inspiration comes and goes, but it is fundamental that inspiration finds you working. When you are working and inspiration comes you obtain the best results.

So don't wait for passion to come, take action and passion will follow.
